Can Chaos Phantasm Target face down banished monsters that were sent of prosperity?

Gizmek Naganaki, the Sunrise Signaler effect of  You can banish this card from your GY; add to your hand, 1 of your banished face-down Machine monsters whose ATK equals its own DEF.
OR
a card line that says "one of your banished cards"
